2019 Annual Report

Dear Ally and Partner,

It is no exaggeration to say that 2019 was a year of important victories for those of us committed to health equity.

  • After the launch of the Massachusetts Food Trust Program in late 2018, this past year the program provided critical funding to 12 local food retailers in 7 municipalities across the state – increasing access to healthy food for more than 470,000 people.
  • In partnering with Transportation for Massachusetts as co-chairs of the Regional Transit Authority Advocates Coalition, we won increased funding for RTAs in this year’s state budget. This protected critical transportation services — which provide access to jobs, groceries, education programs, social services, child care, medical appointments, and substance use disorder treatment for more than 34 million residents of 262 Massachusetts cities and towns.
  • With a broad coalition of partners in the Alliance for Community Health Integration, we developed the “Massachusetts Principles for Healthy and Affordable Housing” and secured more than 50 endorsements from hospitals, community health centers, and other organizations. This is a critical step forward in our effort to mobilize healthcare leaders and institutions to address social determinants of health – including the affordable housing crisis.
  • Working with key legislative allies, we filed the State Action for Public Health Excellence (SAPHE) Act, recruited more than 60 legislative sponsors, and secured an initial round of funding. This bill will ensure that all residents receive high-quality public health services, regardless of their ZIP Code. Our current system depends on each municipality to deliver essential services, from enforcing housing codes to overseeing the safety of restaurants and organizing flu vaccine clinics. We need to establish minimum standards, ensure training is available, and encourage collaboration where appropriate. These improvements will help save lives and keep communities healthy!

These are just a few of the successes we can count from 2019.  But none of these accomplishments would have been possible without you.  So, to each of you who worked with us, partnered with us, lent your thinking and voice and financial support to our work, thank you.  We are so grateful.

You should also be aware that this has been a year of change and growth within MPHA.  In addition to moving our office in January 2019 to a new space in Boston, we changed our fiscal year – which means our financial reporting reflects a 15-month budget.  Our Board and Policy Council have also embarked on a new strategic planning process which will be completed in spring 2020, and we look forward to sharing with you the results of that process as we recommit ourselves to a focus on health equity and justice.

Of course, there is still so much to be done as we continue towards our vision of a Commonwealth where everyone has an opportunity for health and wellbeing.  In the year ahead, there is much to look forward to, and also many challenges to face.  We are lucky to have our allies and partners with us for this work.

Accessing healthy and affordable food

Vicente’s received a loan from the Massachusetts Food Trust Program in FY20 to renovate its original store location on Main Street. The renovation includes new equipment and expansion of the produce, meat and dairy departments.

After years of advocacy by MPHA, this year the Massachusetts Food Trust Program awarded its first loans and grants to expand healthy food access in low- and moderate-income communities.  In its first year of operation, the Food Trust used $1M in state seed capital to leverage $4.1M in private funding.  In all, the Program has now provided low-interest loans and grants to 12 healthy food enterprises in seven communities – from Adams to Roxbury – and improved healthy food access for more than 470,000 people.

Creating New Collaborations for Affordable Housing

MPHA is a leader in bringing together the health care and social service sectors to focus on housing as a social determinant of health. Through education, advocacy, and relationship building, MPHA supports health care institutions in taking action to address housing instability and builds the capacity of social service organizations to partner with the health care sector.”

MPHA made significant strides in our effort to bring together healthcare leaders and housing advocates to address the Commonwealth’s affordable housing crisis and its impact on health equity. Working with a broad coalition of partners, we developed the “Massachusetts Principles for Healthy and Affordable Housing” and secured more than 50 endorsements from hospitals, community health centers, and other organizations. We also organized a series of webinars to educate health care leaders about housing policy, existing partnerships, and the health impacts of inadequate affordable housing. Next year, we will continue ramping up our efforts to mobilize healthcare leaders and institutions to help resolve this critical issue.

Enhancing transportation equity

MPHA’s organizing work to build support for the Regional Transit Authorities is changing the public debate in our region. More people are starting to understand that transportation is not just about roads and rails. It is about the health, lives, and well-being of real people. For people with disabilities and older adults, good public transportation is essential for independent living. Partnering with MPHA, we are making real progress in maintaining and expanding the transportation services that are essential for the communities we serve.”

Continuing our efforts to bolster preventative public health services in Massachusetts, MPHA secured funding to implement recommendations made by the Special Commission for Local and Regional Public Health and also won $2.7M in new funding for the Childhood Lead Poisoning Prevention Program at the Department of Public Health (DPH). This will allow DPH to respond more quickly to existing cases of childhood lead poisoning and work more effectively to prevent future cases.


I think it is pretty clear that, in one way or another, we all have a public health story.  These stories help us understand the broad nature of public health and its vast impact on our daily lives and interactions with one another.  Although I have a public health background, including advanced degrees, it was not until I lost my father at age 54 and mother at age 64 that I realized the full impact of inequities on communities of color: things like poor health, income inequalities – especially for women – and educational disparities. We must do more than acknowledge these social conditions in passing, we must function as a community and put effort towards eliminating the inequities that limit everyone’s access to a full and unique living experience.

In short, I stand with MPHA to strengthen our local public health experience, encourage social change and uplift humanity through a process that is both inclusive and empowering.  This is the very essence of the Bantu expression Ubuntu:  I am because we are….
